DRAFT OF OFFICIAL MINUTES FOR TOWN BOARD MEETING HELD ON October 14, 2008 AT TOWN HALL, N1301 TOWN HALL ROAD, WALWORTH, WI 53184

MEETING CALLED TO ORDER AT 6:33 P.M. BY CHAIRPERSON JOE ABELL

ROLL CALL-Chairperson Joe Abell, Supervisor Larry Austin, Supervisor Bill Pearce-absent, Treasurer Marisa Nor, Clerk Angella Buchholz, Road Superintendent Mike August

AMEND AGENDA: NONE APPROVE MINUTES FROM September 10, 2008 MEETING: AUSTIN/ABELL 2nd made a MOTION to approve the minutes of the September 10, 2008 meeting, and the MOTION carried without negative vote. PLAN COMMISSION REPORT: Next meeting is November 10 at 6:30 p.m. Joe Abell read the Plan Commission report: Joseph & Francine Deluca, CSM, Marie made a motion to approve CSM, Steve seconded, the motion carried unanimously 4-0. Dave Stopple, CSM and Rezone, Bill made a motion to approve the A-1 to A-5 rezone and lot line adjustment, Steve seconded, the motion carried 3-1. Marie thought the substandard A-1 lot next to the proposed CSM lot 2 parcel should be combined with one tax parcel and one zoning.

PUBLIC COMMENTS: George Kirkpatrick discussed the new rules and regulations for Inspiration Ministries.

SMART GROWTH:

RYNER’S CONSTRUCTION COMPANY, INC. (HILLSIDE) LAWSUIT: The lawsuit has been dropped against the Township.

FONTANA/WALWORTH BORDER AGREEMENT: Continue talks and concerns to preserve the lands.

FONTANA/WALWORTH COMBINED SERVICES: Joe reported that the process has slowed down.

OLD BUSINESS: Marie Baker being compensated for mileage while posting minutes has been tabled.

NEW BUSINESS: Tena Stopple Estate/David Stopple, Jim Stopple and Mary Jordan proposed lot line adjustment and request rezone 1.29 acres from A-1 to A-5, AUSTIN/ABELL 2nd made a MOTION to approve lot line adjustment and rezone and MOTION carried without negative vote. Joseph and Francine M. Deluca Trust-CSM request, AUSTIN/ABELL 2nd made a MOTION to approve CSM and MOTION carried without negative vote. Town Treasurer Marisa presented to the board a 2009 budget worksheet and Public Budget Meeting has been set for October 28, 2008 at 6:30 P.M. Discussion was discussed on the fire and rescue personal; having 3 employees working 10 hour shifts and the discussion of $167,000 compensation for all 3 employees, this was presented by Village of Walworth and Fontana Emergency services 2009 Staffing Assessment, a joint effort between the Village of Fontana and Village of Walworth board of Trustees and the Walworth and Fontana Emergency Services. ETZ REPORTS: None.

BOARD REPORTS

TREASURER REPORT: Treasurer reported on cash balances, total revenues received and total expenses. The Budget Workshop has been set for October 28, 2008 at 6:30pm. AUSTIN/ABELL 2ND made a MOTION to approve Treasurer report and MOTION carried without negative vote. CLERK REPORT: Clerk reported a busy month with the November 4, 2008 Presidential Election coming up. Receiving several requests for absentee ballots and several voter registration applications. Meeting October 15th at Big Foot High School to register 18yr old Town of Walworth potential voters. I also along with Hazel and George will be going to Inspiration Ministries to register/handout absentee ballots to electors. Recycling grant was done this month.

SAFETY UPDATE: Supervisor Austin reported that in the month of September there was 2 fire calls and 14 Rescue calls. ROAD AND BUILDING CONDITIONS: Getting ready for winter and finishing up mowing.

JOE ABELL, LARRY AUSTIN AND BILL PEARCE-CITIZEN’S CONCERN: NONE FUTURE AGENDA ITEMS: Covered Bridges, review storm water management plan report.

SCHEDULE NEXT MONTH MEETING: November 12, 2008 at 6:30 p.m.

REVIEW BILLS FOR PAYMENT: AUSTIN/ABELL 2ND made a MOTION to pay bills and MOTION carried without negative vote.

ADJOURNMENT: AUSTIN/ABELL 2nd made a MOTION to adjourn meeting at 7:49 p.m. and the MOTION carried without negative vote.
