OFFICIAL MINUTES OF REGULAR MEETING HELD ON JUNE 9, 2009 AT TOWN HALL, N1301 TOWN HALL ROAD, WALWORTH, WI 53184

MEETING CALLED TO ORDER AT 6:30 P.M. BY CHAIRPERSON JOE ABELL

ROLL CALL-Chairperson Joe Abell, Supervisor Larry Austin, Supervisor Bill Pearce, Treasurer Marisa Nor, Clerk Angella Buchholz, Road Superintendent Mike August

AMEND AGENDA: NONE

APPROVE MINUTES OF APRIL 14, 2009 ANNUAL TOWN BOARD MEETING AND APPROVE MAY 12, 2009 TOWN BOARD MEETING. AUSTIN/PEARCE 2nd made a MOTION to approve the minutes of annual town meeting and regular town meeting, and the MOTION carried without negative vote.

PLAN COMMISSION REPORT: Next Plan Commission Meeting will be held July 6, 2009 at 6:30 P.M.

PUBLIC COMMENTS: George Kirkpatrick is in favor of approving the liquor and operator’s licenses.

REFERRAL TO PLAN COMMISSION: NONE.

SMART GROWTH: Continued discussions.

FONTANA/WALWORTH COMBINING SERVICES: Meeting in Fontana at Fontana Fire Station, June 10, 2009.

WALWORTH BOARDER AGREEEMENT: Continued discussions and there is a meeting June 15, 2009.

OLD BUSINESS: NONE

TABLED TO NEXT MONTHS MEETING: None.

NEW BUSINESS: Norlan Rowbotham spoke on behalf of the farm structure, Ridge Road, Walworth. The board had no questions or concerns. PEARCE/AUSTIN 2nd made a MOTION to approve the farm structure separation and the MOTION carried without negative vote. Approval letter given to Norlan. Letter sent to the county by fax. Millies’s Restaurant and Shopping Village for the premises located at N2484 County O, RENEWAL “CLASS B” BEER and “CLASS B” LIQUOR license. AUSTIN/PEARCE 2ND made a MOTION to approve the liquor license application and the MOTION carried without negative vote. Operating licenses were read, PEARCE/AUSTIN 2nd made a MOTION to approve operator license applications and the MOTION carried without negative vote. The Barnacle Club, L.L.C., for the premise located at W5749 Hwy B, RENEWAL “CLASS B” BEER and “CLASS B” LIQUOR license. PEARCE/AUSTIN 2ND made a MOTION and the MOTION carried without negative vote, upon completion of doing a background check on the liquor license/owner application. Bella Grays In, for the premise located at W6763 S. Shore Drive, RENEWAL “CLASS B” BEER and “CLASS B” LIQUOR license and Cigarette and Tobacco Products Retail License. AUSTIN/PEARCE 2nd made a MOTION to approve cigarette/tobacco license and the liquor license application and the MOTION carried without negative vote, upon completion of doing a background check on the liquor license/owner application. Horton Insurance Policy was discussed. Clerk stated that Rob from Horton, discussed that rates are inline with the past year and he would work with clerk to do an audit mid July for workman’s comp. and that would be lowered in our policy. The board wishes to have clerk discuss with Horton representative to get a clearer breakdown of coverage and rates, and with vehicles depreciate, our rates should go down. PEARCE/AUSTIN 2nd made a MOTION to approve the Horton Insurance upon gathering additional information and given to board, MOTION carried without negative vote. Road Bids were received and the bids were high, Bill and Mike discussed trying to adjust the specific road repairs to lower that cost and the bid was still coming high for all 5 items of need. Bill suggested that the main concern item #1 should be taken care of first and reject the remaining other 4 items. PEARCE/AUSTIN 2ND made a MOTION approve the bid of item #1 costing $167,250 and rejecting remaining 4 specs and the MOTION carried without negative vote. Item #1: N. Walworth Road: From W5873 to Six Corners Road, Sweep pavement, apply a tack coat, install a 3” asphalt pavement in two lifts on the older asphalt and 1 ˝” asphalt surface on the newer areas. Install a 2 ft. gravel shoulder.

NEW TOWN FACILITY: Further discussion and continuing work on collecting information and cost to build the facility.

ETZ REPORTS: Jamie Whowell boat storage was approved.

BOARD REPORTS

TREASURER REPORT: Treasurer read her report which includes cash balances, revenues received and total expenses. Supervisor Larry Austin sent letters to the State requesting reimbursement of fires that are in the Township on state roads, we received a check for $2000 from the State of Wisconsin for reimbursement for the fires. PEARCE/AUSTIN 2ND made a MOTION to approve Treasurer Report and MOTION carried without negative vote.

CLERK REPORT: The last few weeks have be relatively quiet. I have been working on the Liquor/Operator’s licenses and that went well. I have had a good response to having office hours on Wednesdays. I have had visitors come into the office during my hours.

SAFETY UPDATE: Larry Austin reported that there were no fire or rescue calls for the month of May. ROAD AND BUILDING CONDITIONS: Bill and Mike reported finalizing the road work that needs to be done. No other concerns.

JOE ABELL, LARRY AUSTIN AND BILL PEARCE-CITIZEN’S CONCERNS: Joe reported that he has heard a positive response to the possibility of changing fire coverage to different departments. Larry reported that some citizens are concerned with Alliant Power and Light clear cutting trees along there property. FUTURE AGENDA ITEMS: Next monthly meeting will be July 14, 2009

REVIEW BILLS FOR PAYMENT: All bills were reviewed and approved for payment. AUSTIN/PEARCE 2ND made a MOTION to pay bills and MOTION carried without negative vote.

ADJOURNMENT: PEARCE/AUSTIN 2ND made a MOTION to adjourn meeting at 8:00 p.m. and the MOTION carried without negative vote.
