OFFICIAL MINUTES FROM DECEMBER 8th REGULAR TOWN BOARD MEETING

OFFICIAL MINUTES FOR REGULAR MEETING HELD ON DECEMBER 8TH, 2009 AT TOWN HALL, N1301 TOWN HALL ROAD, WALWORTH, WI 53184

MEETING CALLED TO ORDER AT 6:46 P.M. BY CHAIRPERSON JOE ABELL

ROLL CALL-Chairperson Joe Abell, Supervisor Larry Austin-not present, Supervisor Bill Pearce, Treasurer Marisa Nor, Clerk Deanna Swonger, Road Superintendent Mike August.

AMEND AGENDA: Letter of resignation from Angella Buchholz in the position of Town Clerk as of Tuesday December 8th, 2009 at 6:30 pm. Bill Pearce made a MOTION to accept Angella Buchholz’s resignation, Joseph Abell 2nd the MOTION to accept resignation. MOTION carried unanimously without negative vote.

Joseph Abell made a MOTION to have Deanna Swonger sworn in as new Town Clerk of Walworth. Bill Pearce 2nd the MOTION. MOTION carried unanimously without negative vote. Deanna Swonger was sworn in by Chairperson Joseph Abell with Supervisor #1 Larry Austin not present, but with Supervisor #2 Bill Pearce present.

John O’Neill requested to be removed from the agenda for Tuesday December 8th, 2009.

APPROVE MINUTES: Joseph Abell, made a MOTION to approve November 10th 2009 minutes Larry Austin 2nd the motion. MOTION carried unanimously without negative vote. PLAN COMMISSION REPORT: Joseph Abell read the Plan Commission report. Next Plan Commission Meeting will be held January 4th, 2010 at 6:30 P.M.

Frederick Enterprises LLC (Darrell Frederick)/Lorraine Sebastian request to rezone EW 1600010 from A-2 to M-1 and EW 1600016 from A-3 to M-1. Also, request for conditional use for the same property along with the current neighboring property of parcel number EW 1600016 for additional inside and outside storage for equipment and for staging products getting ready to sell, storing boatlifts, lumber, stone, dirt, sand, customer’s off season lake front equipment (such as lifts, buoys, lumber and accessories, also equipment such as barges, trailers, trucks and boats) N1398 Hwy 14. Plan commission passed it 4-0. One condition was added, namely that further approval needs to be obtained before any additional buildings are constructed on the property.

WALWORTH BOARDER AGREEEMENT: NONE OLD BUSINESS: NONE

TABLED TO NEXT MONTHS MEETING OR A FUTURE MEETING: John O’Neill, request to rezone property from a-1 to a-4 and conditional use for contractor’s yard, employees, RV storage, boat storage and nursery business.

Plan commission passed it 4-0. Pearce/Austin 2nd made a MOTION to approve the rezone and carried unanimously without negative vote.

Resolution No. 12.08.2009 Pursuant to s. 174.05 (3), Wis. Stats., a dog license tax on dogs additional to the minimum required under s. 174.05 (2), Wis. Stats., within the Town of Walworth, Walworth County, Wisconsin, is authorized in the following amounts. County increased fees for unneutered male and unspayed female to $11.00 from the previous $8.00. Neutered male and spayed male to $6.00 from the previous $3.00. AUSTIN/ABELL 2nd made a MOTION to approve resolution 12.08.2009 on raising of the dog licensing. MOTION carried unanimously without negative vote. Resolution 12.08.2009 to be posted at town hall, Inspiration Ministries, and Slims Tractor.

ETZ REPORTS: NONE

BOARD REPORTS

TREASURER REPORT: Austin/Pearce 2ND made a MOTION to approve Treasurer Report and MOTION carried without negative vote. Letter from Pat Romanesko for audit 2009 to be voted on at next meeting.

CLERK REPORT: NONE

SAFETY UPDATE: Larry reported on the fire and rescue calls for the month of November. Applications are beginning to come in for the paid on premises position. Larry Austin handed out discs and maps highlighting the final Fontana Comprehensive Plan. ROAD AND BUILDING CONDITIONS: Mike August reported that the salt supply will be low after the storm that occurred on December 8th, 2009. Mike August reported getting calls from residents concerned about the high flow of semi truck traffic on S. Six Corners Road from Hwy 67 to Beloit Rd. Mike August to check with DOT to see if weight limit can be lowered.

JOE ABELL, LARRY AUSTIN AND BILL PEARCE-CITIZEN’S CONCERNS: Larry received a complaint about manure piled up on Six Corners Road. Larry made a call to the farmer and appropriate steps were taken to get the road cleaned up. FUTURE AGENDA ITEMS: John O’Neill, request to rezone property from a-1 to a-4 and conditional use for contractor’s yard, employees, RV storage, boat storage and nursery business.

Next monthly meeting will be Tuesday January 12th, 2010.

REVIEW BILLS FOR PAYMENT: PEARCE/AUSTIN 2nd made a MOTION to approve the bills and the MOTION carried without negative vote.

ADJOURNMENT: AUSTIN/PEARCE 2ND made a MOTION to adjourn meeting at 8:15 p.m. and the MOTION carried without negative vote.
