MEETING CALLED TO ORDER AT 6:41 P.M. BY CHAIRPERSON JOE ABELL ROLL CALL- Chairperson Joe Abell-present, Supervisor Larry Austin-present, Supervisor Bill Pearce- present, Treasurer Marisa Nor- present, Clerk Deanna Swonger-present, Road Superintendent Mike August-present. WHO IS UNABLE TO VOTE: 6 people unable to vote. Bill Pearce gave a statement to the town electors regarding the land that was donated by Kikkoman and the need for a new Town Hall facility. Warren Hanson from Farris, Hanson, and Associates gave a description of the site plan and building plan. Larry Austin discussed the costs associated with the new Town Hall facility. Joe Abell gave a recap of why a new Town Hall facility would benefit the town. TOWN OF WALWORTH TO VOTE ON RESOLUTION 041310-1 PURSUANT TO SEC. 60.10(2)(f) OF THE WISCONSIN STATUTES GIVING THE TOWN OF WALWORTH TOWN BOARD AUTHORITY TO CONSTRUCT A NEW TOWN HALL FACILITY. How do you want to vote? Hand raise. Vote was 89-3 in favor of passing the Resolution 041310-1 giving the Town of Walworth authority to construct a new Town Hall Facility.
PUBLIC COMMENTS: Andy Pearce- Could you have a higher loan until the building sells? Do you know the value of the land? David Rowbatham- Have you considered that utility costs are going to be greater? George Kirkpatrick- My first thought was why do we need it. My theory is that I already pay too many taxes. As I started looking into I went from why do we need it to it is a necessity due to over crowding. Jake Ravine- Are there any hidden costs? Bob Stewart- Think new building is a good decision. Gene Buchanan- $50 a year on a $250,000 home is a cup of coffee a week. Randy Ernest- How much work will be available to local tradesman? Ron Ellis- This is the time to build. I don’t want to see any money sacrificed for the sake of the building because of the roads. Maybe u should shrink the office space of the new building. Nancy Hackett- Do u have a time frame for construction of other two bays? Sue Misner- With zoning going to p-2 what assurance do we have that a fire dept would not be moved to that area? U said you looked for grants but u said there weren’t any will u keep looking? Diane Voss- I believe there are 16 townships and we are the smallest. I don’t think u have to worry about much growth. Will u have a septic? Andy Pearce- Does town pay taxes on the building they have now, and will they pay taxes on new building? Is the five bay big enough? What would the additional cost be to add the two additional bays? Steve Misener- Have green technology be used? Jason Urquhardt- how many seats available? How many parking spots available? Why only entrance? Robert Voss- Do u need a mound septic or conventional? Ann Lambert- It would be silly not to take advantage of the land that Kikkoman is giving us. John O’Niell- It is gonna look unbalanced for 20 yrs. Bob Stewart- I work with Warren Hansen he is telling the truth about costs.
TOWN OF WALWORTH TO VOTE ON RESOLUTION 041310-1 PURSUANT TO SEC. 60.10 (2)(g) OF THE WISCONSIN STATUTES GIVING THE TOWN PERMISSION TO DISPOSE OF PROPERTY AT N1301 TOWNHALL ROAD WALWORTH, WI 53184. Resolution passed unanimously without negative vote. FINANCIAL REPORT $37, 055 Surplus $67, 000 saved up Made a motion to approve 2009 financial report McGowan/Pearce 2nd. Motion carried unanimously without negative vote. Roads 22 projects $190,000 budget for this year Going to do the worst ones this year. Current cost is $130,000 to overlay a road. Anything that is a hazard will be fixed. Kirkpatrick 2nd to approve the roads budget. Motion carried unanimously without negative vote. Emergency Services Paid on premises. Working very well.
ADJOURNMENT: AUSTIN/PEARCE 2ND made a MOTION to adjourn meeting at 8:25 pm and the MOTION carried unanimously without negative vote.
